Defense – PM Modi to Open First Northeast Highway Airstrip in Assam

Defense – India is poised to strengthen its strategic footprint in the Northeast with the inauguration of its first highway-based airstrip in the region, located in Assam’s Dibrugarh district. Prime Minister Narendra Modi is scheduled to land on the newly developed 4.2-kilometre Emergency Landing Facility on February 14, formally marking the start of operations on the stretch.

A Strategic Airstrip Near the Eastern Frontier

The Emergency Landing Facility, constructed along the Dibrugarh-Moran National Highway in Upper Assam, lies a few hundred kilometres from the Line of Actual Control with China. Its proximity to India’s eastern border gives the project heightened strategic importance.

Developed jointly by the Indian Air Force and the Ministry of Road Transport and Highways, the stretch between Moran and Demow has been specially reinforced to support both fighter jets and heavy transport aircraft. The facility is designed to serve as an alternate runway during emergencies, including situations where conventional airbases may be unavailable.

Officials say such infrastructure enhances operational flexibility and strengthens national security preparedness. Geo-intelligence analyst Damien Symon noted on social media that the airstrip improves the survivability and dispersal of air power during crisis situations.

Prime Minister’s Landing and Air Show

Prime Minister Modi is expected to travel from New Delhi to the Chabua Air Force Station before flying to the highway airstrip for the ceremonial landing. Assam Chief Minister Himanta Biswa Sarma confirmed that the Prime Minister will touch down at the Emergency Landing Facility before attending a series of events in the state.

To commemorate the occasion, the Indian Air Force will conduct a large-scale air display. Around 16 aircraft are scheduled to participate in landings and fly-pasts within a short window of time. Fighter jets such as Rafales and Sukhois are expected to operate from the highway strip during the demonstration.

In the days leading up to the inauguration, videos circulating online showed Rafale jets and a C-17 Globemaster transport aircraft conducting trial landings and touch-and-go manoeuvres on the newly prepared surface. The exercise underscored the strip’s capacity to handle both combat and heavy-lift platforms.

First of Its Kind in the Northeast

While India has already developed similar Emergency Landing Facilities in western and northern states, including Rajasthan and Uttar Pradesh, this is the first such installation in the Northeast. The region’s terrain and proximity to international borders make rapid air mobility critical.

Existing highway airstrips across the country include stretches on the Taj Expressway, the Ganga Expressway, NH-925A in Barmer, and the Purvanchal Expressway. According to officials, nearly 28 to 29 such facilities have been identified nationwide, with about 15 already operational.

The Dibrugarh facility stands out because of its closeness to the eastern frontier and to the Chabua Air Force Station. Its operationalisation is part of a broader push to upgrade border infrastructure in the Northeast following heightened tensions along the India-China boundary in recent years.

Dual-Use Infrastructure for Emergencies

Emergency Landing Facilities are built with reinforced surfaces, clear approach paths, and removable road fixtures to allow swift conversion from highway to runway. In times of conflict or natural disasters, they enable quick deployment of troops, equipment, and relief supplies.

Heavy aircraft such as the C-17 Globemaster and C-130J Super Hercules can operate from these stretches, enabling rapid logistical support. Fighter aircraft can also use the strips for dispersal operations, reducing reliance on fixed airbases.

Union Minister Jyotiraditya Scindia described the integration of roadway and runway as a demonstration of India’s strategic planning and infrastructure capabilities.

Additional Projects During Assam Visit

After the airstrip event, the Prime Minister is scheduled to travel to Guwahati, where he will inaugurate a new bridge over the Brahmaputra River. He is also set to open the temporary campus of IIM Guwahati and launch an AI-enabled hyperscale data centre.

This will be Prime Minister Modi’s third visit to Assam in three months. With assembly elections in the state expected in the coming months, infrastructure development projects have drawn significant attention.

Among the initiatives being unveiled, the operationalisation of the Dibrugarh highway airstrip is regarded as a major milestone. As the first highway-runway in Northeast India, it marks a significant addition to the country’s evolving defense and aviation infrastructure network.
