Cough Syrup Row: Uttar Pradesh Chief Minister Yogi Adityanath has reiterated that the state government has adopted a zero-tolerance policy toward illegal drug-related activities, particularly the misuse and smuggling of codeine-based cough syrups. Addressing the media ahead of the Uttar Pradesh Vidhan Sabha session, the Chief Minister clarified that strong and lawful action has already been initiated, ensuring that public health and safety remain a top priority for the administration.
Strict Action Under NDPS Act
Chief Minister Yogi Adityanath explained that codeine phosphate is categorized as a controlled substance under the Narcotic Drugs and Psychotropic Substances Act. This chemical is legally used only for manufacturing approved cough syrups meant to treat severe medical conditions. The allocation and distribution of codeine phosphate are strictly regulated by the Central Narcotics Bureau and are limited to authorized pharmaceutical manufacturers. Despite these safeguards, misuse of such syrups as intoxicants has been reported in several regions, prompting immediate intervention by authorities.
Role of Law Enforcement and Regulatory Bodies
The Chief Minister highlighted that multiple agencies are actively involved in the investigation. The Uttar Pradesh Police, Special Task Force, and Food Safety and Drug Administration are working in coordination to identify the source, distribution channels, and financial links behind the illegal trade. According to him, cases have been registered under relevant legal provisions, and a state-level Special Investigation Team is closely monitoring the progress. The SIT is expected to uncover crucial details, including funding trails and networks associated with the trafficking.
Government Response to Complaints and Reports
Yogi Adityanath stated that the government acted promptly after receiving complaints regarding the sale of harmful and unregulated cough syrups in various locations. Reports of cross-border and inter-state smuggling further strengthened the need for strict enforcement. He emphasized that the administration does not delay action when public health is at risk, and decisive steps were taken immediately after preliminary findings confirmed illegal activities.
Political Allegations and Accountability
During his address, the Chief Minister strongly criticized the Samajwadi Party, alleging that several individuals arrested in connection with the case have political links. He claimed that preliminary investigations suggest associations between certain accused persons and the party. According to him, the state has long suffered due to organized crime and political patronage, and the current government is determined to expose such connections and restore public trust through transparent governance.
Uttar Pradesh Assembly Winter Session
The Chief Minister also shared details about the ongoing winter session of the Uttar Pradesh Legislative Assembly, scheduled to continue until December 24. He noted that the session would focus on key public issues, legislative discussions, and supplementary budgetary demands from various departments. The government aims to utilize this time to accelerate development-related initiatives across the state.
Commemoration of National and State Heritage
An important highlight of the session will be a special discussion marking the 150th anniversary of the national song Vande Mataram. The Assembly will pay tribute to its author, Bankim Chandra Chattopadhyay, acknowledging the historical and constitutional significance of the song. The Chief Minister emphasized that the coincidence of Uttar Pradesh’s foundation date and the constitutional recognition of Vande Mataram makes this discussion particularly meaningful.

Yogi Adityanath affirmed that the government is fully prepared to engage in open discussions on all matters raised by opposition parties.
